I may be totally wrong, but this sounds like RRM is screwing things ?
Have you opened a TAC case ? RRM might have debugs that should help
pinpointing why it is considering getting the signal low.
It might be inferring that somehow noise you are getting is being self
inflicted by the others APs and trying to minimize it by reducing power.
The algorithm is for sure quite complicated. I would double check
that all your APs are configured with the same RF Group Name.
