Yes.

Port fast is only allowed if a BPDU is NOT received;

Check with this command

Show spanning-tree interface g0/24 detail

With portfast configured on the port;

Once a bpdu is received you will see "portfast" disappear from the output of that command.

As per Port Fast enable on cisco switches, Does the Spanning tree loop
detection is still in operation, i have read in a BCMSN book CH9 that the
port moves into the blocking state if a loop is ever detected on the port
fast port.
