It's a software design tool used by protocol designers to be able
to easily extend them.

Type Length Value refers to the structure of the data being sent.
The receiving side of the protocol "knows" that the first byte
(or word or whatever the protocol uses) defines the type of data,
  and if not interested in it (or not understood), it can skip it by
using the length that follows.

That is cool to enable old versions of a protocol to ignore new
types of data w/o breaking the whole protocol.
