I think what he was referring to the fact that a switch which receives a
BPDU with the TCA flag set, will change their MAC age timer to the Spanning
Tree Forwarding Delay to time out the MAC entries faster.
The TCA Flag is set by the root bridge after it received a TCN BPDU.
