Most students agree that prior to beginning vendor (technology-based) workbooks, an excellent start is Doyle's famous Routing TCP/IP Volumes 1 and 2. Note that one of these volumes is in a Second Edition.
Here is a link to a Reading List that I had put together back when the exam had a Core Knowledge section. While the absolute debacle of the Core Knowledge section is gone, this list remains relevant for foundational knowledge (what we call Tier 1 at INE).
