Route Target Filtering (difference between Cisco and Juniper)

Dears,

I was reading about Route Target Filtering on JUNOS. What I understood is
that Juniper is using a dedicated NLRI (address-family) for route target
filtering, so that a peer sends only prefixes with export-RTs that matches
the imoprt-RTs of its other peer, which is different than what Cisco does,
Cisco is doing the RT filtering inbound, when prefixes are received.

Please correct me if I have any missunderstanding.
