What exactly are you trying to do. It appears you want to rate-limit
everything received on a particular port. Why not just remark everything
dscp 1, then use a scavenger class on the fa4 interface. I'd put the port in
a different vlan and then you could rate-limit based on destination address.
Eddie Kempe did a presentation at Networkers on using a gre tunnel on the
router itself between two vrf's and using a QoS policy on the tunnel itself.
