Everyone is cheap. It's the economy. I've been on the FI (financial) for a
long time and this is the worst I've seen. Words like "recession" and "TARP"
and "subprime" has most IT folks on the FI side just trying to ride out the
storm.
"Lie down, play dead" or "Tuck and roll" are frequently used here.

Service providers are notoriously cheap, especially with the bonus. Many
CCIE's want Security or Voice to work for financial firms.
