I think that this behvior would be weird. Assume that first ip helper in the
list is for DHCP and second in the list for another braodcast application.
Second server would never receive a request.

As far as redundant DHCP servers are concerned we are not talking about two
servers assigning IPs from the same scope. Two DHCP servers assign IPs from
two non overlapping scopes and both offer IPs to clients. Host requesting IP
address receives two offers but accepts only the offer that it received
first.
