While supporting subordinates ability to do everything by themselves, asking serves dual purpose, usually: to not to deviate where not supposed to, and to not to be too much self confident.
Psychologically, some people will just stop asking questions from Mr. Web Redirector which obviously goes again the team spirit and HR rules in most major companies. Someone will eventually panic and go to the manager, of if you are the manager - expect a call from the corporate ombudsmen :)
Of course, there is a cap to the number of questions to not to make the subordinates a proxy between you and the job to do.
To my best knowledge, the subject is too subjective and heavily relies on constraints - how quickly things should be done, the level of knowledge of people, etc. Just sending everyone to google.com all the time is not the ultimate solution of all related problems.
