cannot change bgp scan-time

Hi experts,

I found that the bgp scan interval of the 7513 with IOS
rsp-io3sv56i-mz.121-4.E.bin is default to 15 seconds.

BGP activity 1993481/2330078 prefixes, 4222427/3847720 paths, scan interval
15 secs

I tried to change the scan time to 60 seconds by the command bgp scan-time
60 under router bgp. The command was accepted. But when when sh ip bgp su
again, the scan interval was still 15 secs. Simple bgp config with address
family. Any advice? Thank you.
