It says :

R1(config)#no service password-recovery

Password recovery disable mode is not supported by the

 current ROMMON.

Please upgrade the ROMMON if you want to use this feature.

but this is dynagen problem .

The feature navigator claims that your IOS does support the feature. I
notice that on my 2811 it is not available in the help, but it does take the
command. Have you tried that?

R1(config)#no service password?
password-encryption

R1(config)#no service password-recovery

chanism.
Do not execute this command without another plan for
password recovery.

R1(config)#do sh run | inc password-recovery
