Dumb QoS question

Hi,

I am trying to uderstand the Police CIR with Two-Rate Policer and not sure if
I catch it correctly. Does the CIR value in bps include the total of Incoming
and outgoing to that interface? for example, if I have value of 7168000, it
means I would have total amount of 7168000 bps in the calculation and it
includes IN and out of the Interface?

For exmaple:
Policy Map Limit7M
    Class class-default
     police cir 7168000 bc 448000 be 448000
       conform-action transmit
       exceed-action drop
       violate-action drop

Can any one shed some light on this? I am reading the CCO links but not sure
if I am getting it right.
