Mustafa,

Not really. In shaping, when packets "conform", the shaping process is not
active, packets are transmitted. Once there is no tokens in the bucket for
at least one new packet, shaping is activated but there is only one "action"
available - buffer the excessive traffic.This buffered traffic will be still
transmitted, but in a later interval. If there is too many packets for the
buffer to hold, they will be dropped.

In terms of Bc/Be, note that there is only one bucket Bc+Be in size, which
is different from the token bucket models used in policing.
