what is the purpose of ispf ( Level-1 , Level-2 ) command !

Dears Experts,

Is any body can help me out that following command could be used in what
condition ? As of my knowledge that would be used for "Configure execution
of incremental SPF " but can we know that in which condition we need to
configure this ! Either for Redistribution(L2 to L1 Or L1 to L2) or in
normal scenarios like in same circuit communication .
