If you are referring to a pre-sales position within Cisco, you may wish to

The career scope is not limited and CCIE certification is not a requirement.

If you are referring to a consulting/reseller pre-sales position, I agree
with Dale.

If you are working in a NOC and looking to grow into a pre-sales role, look
at attaining certifications up to CCDP/CCNP and explore post-sales positions
that will give you experience in attaining CCIE and moving to pre-sales in
the future.
