A simple solution for something this small, would include call processing, VM, wireless, VPN, etc...

UC540
Base unit is a license for 8 IP phones, you can use 10 though
4FXS
4FXO
you can put in a PRI card if you would rather go that route
license upgrade in increments of 8
has basic call center software along with meetme and adhoc conference.
Supports all 500 and 79xx phones

You should also be able to find the base unit for around 3K
