hell-interval value (is-is hell-interval) is in seconds.

Now why they need to configure 58, when to configure 19 sec as
hello-interval?

On DIS interfaces, only one third of the configured value is used. Please
see 'Note' below

So it may be DIS interface here. But still value of 57 is sufficient, not
sure why 58.
