Even if it is multiple access, the LDP adjacencies are point to point,
and labels are related to the specific neighbour. No ambiguity there, so
no need to negotiate.

On the other hand, labels are usually (frame mode) platform wide, so if
you have multiple links between two routers, the labels are ok even for
different interfaces.
