BGP Challenge

There are two routers (RouterA & RouterB) running EBGP connected to Backbone
routers. The third router (RouterC) is connected via EBGP to both Router A
and Router B.

AS-Path pre-pend is used to prefer routes from RouterA over RouterB. and if
RouterA link to backbone is down and RouterB routes are active.

Challenge is when RouterA link is resumed at RouterC we want to delay the
activation of BGP routes through RouterA by 30 minutes.

Can this be done through BGP or any other criteria?
