It4s multicast always, unless you declare a neighbor in the configuration, then it unicasts that neighbor.

I am bit confused on EIGRP Hello mechanism on Point-to-Point link. Does
EIGRP neighbour sends unicast Hello packets on Point-to-Point link? I know
on BMA network, the Hello packets are multicasted on *224.0.0.10.*
