I would not make that assumption.
I would make sure that all first octet odd routes have there next hop set to
the FR link at R6.
The rest of the routes can go where ever.
If I were to guess, all of the routes currently have some other router/link
as their next hop and the task wants you to set the next hop on the odd
routes to somewhere other than the automatically selected by BGP.
