I dont agree with Pramod ... seems like switches first check the CR number
if it is same then they will not send the updates to each other updates are
triggered when a VTP switch is in Client/Server mode and if server mode has
lower CR number, this is also one of the gotcha that a switch in Client mode
having higher CR number can trigger updates to the switch in Server mode if
it is having lower CR number then the Client.
