While gogling for Frame Relay traffic shaping I found this tutorial on INE:

The definition of Be (page 8) says: "The number of non-committed bits the
router is allowed to send above Bc during first interval (Tc)" Can someone
please clarify why only "first interval" ? What about Be in other 7
intervals ?
