Local Proxy ARP

Hello,

I have a problem and I am failing to understand why it is not working,
though it is probably obvious.

I have two switches

       R1 ------------ SW1 ----------------- SW3
                             |
                             |
                            R3

R1 and R3's interfaces are configured as protected ports in VLAN 1363

SW3 has a SVI in VLAN 1363 with local proxy arp enabled

The interswitch link is an access vlan 1363. There is reachability between
SW3 and R1, SW3 and R3 but no reachability between R1 and R3 as the ARP
table is "incomplete" as a result
of the switchports being protected.

I believed that if SW3 had a SVI which was in the same segment with the
local-proxy-arp command enabled that it would respond to the ARP requests,
allowing connectivity but it is not working.

I tested it if the SVI was on SW1 and it works ok, but if it is on SW3 is
does not.. Is there some kind of limitation stopping this? I can confirm the
ARP requests are arriving at SW3..
