Have you tried running, say 3660 with two NM-16SW?
I ran it before and it worked out just fine in adding more than 16 ports.
However, please keep in mind on the slot/port pair.
You may see different port range for each 16-port groups.
i.e.: port 1/1-1/16, followed by 2/1-2/16.
The way dynamips works is very close to the actual module being inserted
into each router's chassis.
So, to answer your question: yes it is possible.
But, you need to remember the slot/port pair in order to use the correct
(FE) port.
