I think I remember a bug that caused this behavior. Something to do with the
lfib and the directly connected network. A label is getting installed when
it shouldn't. Traceroute to r2 and see if you get a loop. if I remember
correctly the ldp session would also flap. Also check the lfib for
peculiarities. I think to fix it I created a label filter for the directly
connected prefix.
