Never mind ...
LS1010 is the BB1,BB2,BB3 all together . I wish this was written
somewhere clearly
so we don't have t do dig up and waste time on this kind of issues.
anyhow it just needs few changes in the the configuration line as it
is not a real LS1010
but an 7200:
interface ATM0.221 point-to-point
   atm pvc 0 221 encap aal5snap interface ATM0/0/1 0 221

This needs to be changed to

interface ATM1/0.221 point-to-point
 ip address 21.1.2.21 255.255.255.0
 pvc 0/221
encap aal5snap
