I guess this depends on the rom version you have in the 2500.
Some (most that I have seen) do have an entire IOS on ROM, that you have
to boot from in order to be able to rewrite the flash.
2500 are, as someone already said, run from flash beasts, and they
are incapable of rewriting the flash if booted from there.
I've seen IOS 9.1 or so in ROM versions, back in the 10.3 good old days.
So run into rommon, choose rom load (o/r 0x....), reload and copy tftp
flash: should do it. (may be erase/format it first).
