MPLS TE can also be supported without the need for link state protocols (OSPF or IS-IS) in the core with Verbatim Path Support. This feature is generally targeted at Enterprise networks that don't run OSPF/IS-IS in the core (e.g. EIGRP networks), but still run MPLS and want TE capabilities. In general any protocol will work for label allocation, but like Narbik mentioned, OSPF and IS-IS are used in the SP core because they have native extensions for MPLS TE.

Any routing protocol will work but link state routing protocols are much
better because of TE support.
