try to understand what the values are used for, and the difference
between a *rate* and a *burst size*.
Also, keep in mind that there are "one rate" and "two rate" policers,
and you can get a one rate two color or a two rate three color policers.
Depending on what you configure is what you get (and the meaning of the
values).
The whole reason after Be has to do with bursting, i.e., your
instantaneous speed of transfer may not represent your average rate.
