Banners

I have been experimenting with banners.

I have a task in the workbook im using that says configure a banner to
display prior to log on.

According to the Doc CD, this banner should be the login banner, but
the MOTD banner also displays prior to log in.
The workbook I am using says that the MOTD banner is after login, which
apparently it is not.
The banner I see after login is the EXEC banner.
Same result for console and Telnet.
