When writing the NTP labs for my website I noticed the same issue. Anytime I
attempted to configure an NTP master on dynamips the processor utilization
maxes out and the router freezes up.
When trying to change the idle pc value the only one available was 0x000000
[1000]
The only way around this seems to be to use real hardware or skip the NTP
labs.

Does your PC CPU utilization goes high when you turn NTP master on?
