Yes thats correct. But if you configured NTP and it is synchorized, after
that you configure NTP authentication. It remains synchronized for a while
even though the authentication is wrong. To test you authentication without
a reload you can remove the ntp server command and add it again. It then
will be forced to do a synchronization again.
