BGP Keep-Alive are the hello messages sent between peers to keep the peer
relationship alive. The BGP scan interval is within the router itself. The
BGP scanner process monitors and verifies next-hop reachability for
installed routes in the route information base(RIB). The process also
validates the best path selection for an installed route. This process is
run ever "scan-interval" against the RIB.
Basically one timer is for neighbor peer relationship, while the one is for
BGP RIB integrity and validity.
