CE Dampening

Hi Everyone

I am trying to configure dampening on the peering to my CE under the
address-family as follows

router bgp 10
address-family ipv4 unicast vrf RED

But the command is not there, how would I dampen routes to specific peers?

R1(config-router-af)#bgp ?
  redistribute-internal Allow redistribution of iBGP into IGPs (dangerous)
  router-id Router identifier configuration
  suppress-inactive Suppress routes that are not in the routing table
