On the automatic shifting, AFAIK, there is no such feature inherent to TE.
Establishment of TE Tunnel can be controlled based on available
bandwidth resources via RSVP, this is related to TE Tunnel
establishment...can't think of any direct feature of switching between
tunnels on utilization. EEM can always come to rescue for such
requirements.
