PE's vrf interface treated as CE?

Dear Experts,

Sometime question is like that to prefer specific PE1 router to exit in
multi-homing scenarios for VRF site. But my concern is that PE2's router vrf
interface also treated as a CE or not.

For example:

R1 and R2 are PE ( MP-iBGP)

R3 and R4 are CE (EIGRP) and connected each other

R1 <PE1-CE1> R3

R2 <PE2-CE2> R3

If question ask VRF XYZ should take primary exit as R1. So R2 vrf interface
should also take exit from R1 (through IGP) ?
