In the above statement, the expression ^$ represents empty AS_PATH and hence
only locally originated routes will be advertised. Since there is implicit
deny, all other routes will be denied. It will be used in a scenario where
we would want to avoid particular AS becoming a transit AS for BGP routing
updates coming from another AS.
