Post a sanitised copy of your config.

What process(es) is/are chewing up all the CPU? ('sh proc cpu')

Is the router forwarding a lot of small packets?

What does 'sh int switching' say?

The data sheets say one thing but most of us know unless you're only
shifting packets between interfaces - no ACLs, no QoS, no WCCP etc. -
one rarely sees the stated performance in the real world, especially
on software-based platforms like the ISRs.
