Hi,
a) Local router is trying to send hello's to peer but not receiving
hello's from the peer.
b) Acknowledgement for the updates are not being received and neighbor
ship gets build up once and then gets torn down after retries. This
continues.
c) password mismatch.

I am sure experts can add more to it.

The EIGRP session can't reach it's peer. In many cases it is receiving
information from another EIGRP router but it can't respond.
