1. Assuming your' phone model support this feature.
2. Privacy is enabled by default on CME. Very likely you've to disable
privacy to make barge working.

no privacy
no privacy-on-hold

3. Debug is your friend mate.
debug ephone hw-conference

it should show up some errors.
