If you set mode to "on" it simply means that LACP/PAgP is disabled and both
ends have to be manually set to "on" in order to form EC. If you want to
negotiate EC using LACP, at least one end has to be configured as active
(other can be active or passive). For PAgP, at least one end has to be
configured to desirable (with the other one being auto or desirable).
