Hi,
Up till a very good level you can compare the OSPF with ISIS.
ISIS > OSPF
Level 2 > Area 0(Backbone)
Level1 > Normal Area
So, in every deployment design, firstly the Level-2 would be deployed and
then Level-1 can be.
