Shaping and bc be values

Hi,

I want to know how tc value changes.I have been lost.As far as I know if we
do not touch it it is 125 ms by default.

but in some shaping policy verification I have seen this value 1000ms.Let s
say if I shape it 8k the bc and be value will be 8000 and tc is 1000ms.I do
not understand the logic.Can someone give a brief explanation?
