Hi Brian,
In the basic MPLS L3 VPN scenario the P routers (not connected to VRFs)
do not run BGP at all. They simply run LDP and an IGP (for LDP RID and BGP
reachability). This is considered one of the model's benefits (no customer
routes in provider core).
