How many scope do you have in a single Cluster?
You can check what exactly happening - is the scope pool full , or there are
any attack again dhcp starvation?
Unfortulately It's weired, Cisco has built DHCP server feature in CUCM6 but
hasn't given anywhere to check the status of it and leased, allocated IP
address.
SSH to CUCM and issue below commands:
run sql select * from dhcpserver
run sql select * from dhcpsubnet
above commands will give you an idea of what is the status of server and the
scopes.
You may also need to capture some ethernet dumps from CUCM. Check that out
too.
