The route record feature is also used for knowing the return path for RSVP
Reservation Messages.

The only time you would change the metric from TE to IGP is when the TE
metric has been modified on an interface for the preference on a tunnel but
a different tunnel requires IGP metrics to be observed. The numbers would no
longer be congruent. You could then choose to have it use IGP.
