According to the Cisco Field Manual: Router configuration page 198
" The sleeptime parameter sets the interval in milliseconds for postponing
routing updates in the event of a Flash update."
I have labed it up. It does not seem to work .....

============ OBSERVATIONS =========================
The first update SEQ 00412 is sent at 8:41:30 so the next update would be
expected at 8:42:00 plus or minus 5 seconds as per RFC. At 08.41:44 I bring
up a loopback, which create a flash update (SEQ 000417). I would expect the
regular update to be postponed till around 08:42:14 because of the sleep
timer set to 30 seconds But looking at SEQ 000423 it is clear that the
setting does nothing ...
===================== THE QUESTIONS ==============================
Note that the "sleeptime" option is not documented in the command reference
for RIP, but it is there for IGRP.
Also Doyle (Routing TCP/IP vol 1) indicates that it is an IGRP timer only
... but the option is available on the command line and one Cisco book
mention it as a valid RIP timer...
Not sure what to make of it...
The question has already been asked before but does not seem to have been
answered:
