In addition to what Ryan has pointed out - the CiscoWorks tool is QPM. Off the top of my head - that is CiscoWorks QoS Policy Manager. It uses the various QoS legacy and class-based MIBS to stick around and monitor after it helps you implement. Surely it can be used independent of the implementation.
It has been a long time since I have seen screenshots, but I would imagine that it (like all CW tools) has come a long way over the last few years.
I am betting many on the list can provide us insight on real world implementations.
